I personally use Photoshop, but of course not everyone can afford to use Photoshop with the associated cost behind paying for it. So here are some apps similar to Photoshop that will work for all your graphics needs.

This is quite similar to Photoshop as a desktop Image Manipulation Program.

Pixlr is a great online tool for image manipulation. No downloading necessary. Its 100% browser based, so saying that it does have its limitations.
